When Bill Beard came to Costa Rica in 1970 there were no scuba tanks to be found. Smelling opportunity, Bill returned with tanks and began teaching scuba and promoting dive tourism. The biggest obstacle was convincing locals to show tropical fish to tourists rather than sell them. This action was the beginning of sustainable tourism in Costa Rica.
